URSSAF help with payment difficulties

Can't pay your URSSAF contributions? Payment plan, gracious remission, mediation: here are all concrete solutions URSSAF offers.

Cash flow drop, lost client, sick leave, sector crisis... URSSAF payment difficulties affect a significant number of freelancers, micro-entrepreneurs and small employers each year. Good news: URSSAF has several support mechanisms, provided you request them in time.

1. Anticipate, don't endure

Golden rule: never wait for the formal notice. As soon as you anticipate difficulty meeting a deadline, contact URSSAF (personal account or phone). Proactive action is better received and avoids penalties.

2. Payment delay (payment plan)

You can request spreading your debt over several months. The request is made via your personal account on urssaf.fr. Specify the reason for the difficulty, requested duration (3-12 months), and your payment commitments.

3. Settlement plan for older debts

If you accumulate older URSSAF debts, you can request a settlement plan over a longer period (12, 18, 24 months). The plan protects you from prosecution as long as you respect it.

4. Gracious remission of penalties

URSSAF can grant a gracious remission of late penalties under three main conditions:

  1. Principal is fully paid
  2. You are in good faith (no fraud, no systematic recidivism)
  3. The situation is exceptional

The remission never erases the principal — only penalties.

5. CATS Fund emergency aid

The CATS Fund offers exceptional financial aid to freelancers in great difficulty. The file is built with the CPSTI via your personal account.

6. URSSAF mediator

URSSAF has set up a mediation service to amicably resolve disputes. The mediator intervenes in case of disagreement on a calculation, letter or decision.

7. Friendly appeal before the CRA

If you contest a URSSAF decision, you can file an appeal with the Commission de Recours Amiable (CRA) within 2 months.

8. Contentious appeal

In case of CRA rejection, you can refer to the social pole of the judicial court within 2 months. Lawyer representation is not mandatory but recommended.

Specific case: micro-entrepreneur

The micro-entrepreneur facing temporary difficulty can: declare zero turnover (without exceeding 24 consecutive months), request a payment delay on autoentrepreneur.urssaf.fr, benefit from ACRE the first year.

Specific case: individual employer

The individual employer in difficulty can: reduce declared hours (respecting employee rights), request a delay on cesu.urssaf.fr, verify they benefit from the immediate tax credit advance.

Important: never ignore a URSSAF letter. Even a simple acknowledgment "noted, will contact you" can suffice to avoid a recovery procedure.

In case of overindebtedness

If your overall financial situation is compromised: file an overindebtedness file with the Banque de France, get support from a Point Conseil Budget (PCB), schedule an appointment with a lawyer or accountant familiar with URSSAF files.
